12 is definitely off the scale low. If you're mechanically inclined, I'd start with the basics and go from there... plugs, filters. Are you using 91 or 92 for fuel? Any underlying mechanical issues (does it idle ok, does it produce solid power throughout the rev band? Any CEL issues?

I'm averaging 26 in my 05 not an XT though. At a full tank my range gauge says 420 miles.

That range mileage is based on your last average multiplied by the amount of gas in the tank on the subsequent fillup. I figured that out with my 08 since my driving varies from lots of highway to lots of local traffic so my average varies.
