01 OB Starting Issue

Whats up guys,
My name is Colt i live in the SoCal area..i own a 2001 Outback 5spd with 175 miles on her..
ive had it little under a year now..and shes been great right up until today haha..

it simply wont turn start..
this is the first major issue ive had with it..

its cranking over just fine..but feels as if it isnt getting enough fuel..
is the fuel pump with this car a common issue?

and whats the easiest quickest way to test such a thing..??

the car doesnt bog like a bad ignition coil or mass air flow sensor issue

although..when coming to a stop
and downshifting..rpms will drop below 500 and struggle to idle properly only when the clutch is pushed down
(kind of hard to explain)..but ive always avoided this with rev matching haha..

im not positive its the fuel pump..but id like some other opinions on the issue..
ive got some other issues id like to discuss but only after the starting issue is resolved ill tackle them
