Has anyone ever replaced this line before? If so, did you have to drop the tank? All my other quick research says dropping the tank is the only way to access the entire line for replacement.
The line is leaking when it's clamped to the assembly. The hose is very soft, the inner of the hose appears slightly worn, my guess from pump replacement.
In the drawings in the factory service manual, it looks like the soft hoses off the fuel pump are very short, maybe a foot or less, and are there just to connect the pump to the hard lines. If they were longer, you might be able to fish them through without lowering the tank, but as it is, I think you're going to have to remove/lower the tank to reach the far end of the hoses.
Might be able to extend the hose, with a suitable barb coupling and clamps. To minimize damage during removal, use hose-removal pliers. They're great for changing under-the-hood fuel filters, by the way.
