is this a good price on a used 2016?

I am looking for a 2015, 2016 or 2017 Touring with the Technology Package, 2.5 litre engine. There is not much inventory in my area and only a couple of dealers. I found a used 2016 model with 25,000 km on it, no accidents. The seller (used car dealer, not a Subaru dealer) has said his bottom line is $31,800. Do you think this is an OK deal?
A dealership offered sell me a 2017 for $35,300 plus taxes (includes block heater).

I would say no. Guaranteed Trade-In Program for a loaded 2016 premium is $ 25,225 with a max of 15000 miles. This is from my Subaru site today on my car

Larry, are you talking about Canadian dollars? I notice you mentioned miles.

kbb.com does not allow me to choose the Touring/Technology package.

Oops, I thought I was on a Canadian forum. $25,225 USD is $33,171 Canadian. And 15,000 miles is 24,140 km.

The price on the used 2016 converts to $24,300 USD. So should I conclude that it is a good deal, since it is well under the $25,225 guaranteed trade price Larry mentioned? It has just under 15,000 miles.

Looks like the OP is from Canada. Autotrader.ca (in ontario) I could find only one 2016 2.5 for around 29,900 at a subaru dealership. So 31,800 seems a bit high.
