First of the latest Outback doesn't have them. Wouldn't it be simple to replace fog light bulbs so they become running lights? No-one, Subaru included, seems to think it is even possible!
You could replace the bulbs with an led type to make them into a running light type thing but the lens is designed for spread so may or may not be too bright or annoying. But you could test it.
Otherwise another option, you cansplice in driving lights from ebay or a shop into the fog light wiring so they come on with the factory fog lights. Or leave the fog lights unplugged and just use that for purpose built aftermarket led running lights.
Otherwise you would have to make a loom and switch just for running lights.
I have an early 2016 model [purchased as demostrator in Aug 2016]. The Oz model has a combination daylight running light/fog light assembly . The daylight running bulb [incandesent type] is in front and is the one in view. The fog light bulb [halogen type] is hidden by the reflector of the daylight running light.
I have tried to change both bulbs to LED type but the holes in the reflectors are too small for the LED lamps to fit through. Bulb length OK but LED bulb diameter is larger. Still looking for possibilities.
