so we looked at the 06 gain today and noticed something weird NO heated wipers YET it has heated mirrors.
Either the heated wipers is a option and this dosent have it OR the windshield was replaced so how do i findout if it is a standard option what |

The factory had orange heating elements at the base of the windshield. There should be a button (it is on the dash on my 2003, but that is a different lay out) to turn on the heating element in the windshield under the wipers.
Some aftermarket windshield have the elements, but not the bright orange color, others get replaced by a plain windshield. Hard to check unless it is a frosty morning. Also: Subaru Outback research pages for all models, options, etc

The '06 has a button on the left side of the dash next to the Mirror joy stick. The heaters for the mirrors come on with the rear defrost button on the HVAC pod. If the windshield has been replaced, the replacement may have a small orange dot under the wipers at the park position. If you have the dash button, you should have the heater. Your owners manual would give you the best help in locating things. If you dont have one, It can be downloaded for free from Subaru.

I'm not sure where you live but if your days are cold like mine here in Va, start the car and turn the heated wiper button on. Leave the defrost off, after 5-10 mins you should be able to put your hand where the wipers are and the windshield will be warm.
