Well here is an update

I bought stoners invisiglass thign . Scrubbed window, than used spray with 0000 steel wool, clayed it. This morning its raining, turned wipers on, blammo. Still there!!!!

I think I will try the vinegar/ water mix then the auto glas strip stuff from walmart. DOn't know what else to do

to be a little more specific, i have used a cup of vinegar in a gallon of water to clean water spots off my paint as well with no ill-effects.

wash the car, wipe down with solution, then rinse again.

i've also used the solution on the interior windows when necessary, although i think i cut it down a little more.

Too lazy to read the whole thread but have you replaced the wipers? Maybe its something on them that is causing the film.

If this is the same kind of film I deal with, vinegar and water is not going to cut it.

The only thing I have found that will remove it is the Auto Glass Stripper.
Yes, I've tried the clay bar and all the other tips and tricks with no luck.

To help keep the film away, try adding a drop of Dawn dish soap to your washer fluid.

I used to use 20/10 in my washer fluid and that would take the film off in a hurry but its not available where i live anymore. If you can find it, I used 1/4 bottle to a full reservoir of washer fluid. *Note, this is not the way 20/10 is meant to be used, but hey, it worked great!

When using auto glass stripper, scrub moderately hard, and go over an area twice as much as you think is necessary. Sometimes 2 applications are required if the film is thick. If water beads on your windshield after application then you need to do it again. The water should sheet off when the windshield is clean

Thats is what I thought, but those marks (waves/spots) go beyond the reach of the wipers, ya know
