2001 OBW rear seat won't fold up

Greetings all! And Merry Christmas!

I have a 2001 Outback Wagon and was trying to fold the rear seats flat, which I know involves pulling the rear bench up, but....it it stuck.

The left side will come up a bit, but the right side of the seat doesn't move at all. It seems that last time I put the bench down, the grab loop that livesby the seat belts got stuck under the seat. I find myself wondering if there is a latch or something connected to the grab loop. I can't seem to fish the loop out, if this is the case.

I can't really seem to access ANYTHING under the seat, so I don't really know where to go from here other than the dealer.

Any suggestions?
