okay, so I have a 99 legacy outback. The guy I got it from blew the motor up so I got a rebuild kit and rebuilt a motor for it. I put it all together and checked everything twice. It has fuel, it has spark but it wont start. I can get it to start if i give it a spray of either and it will start but it runs like crap when it will and then it will shut off. I know the timing is perfect. when it runs it is smooth that way. just revs up and down and will shut off if you dont keep tapping the throttle. It seems as if its not getting enough fuel to the cylinders. Have any of you guys had a problem like this? I have 2 motors. The one that knocks and a new one that was bought but and I rebuilt because it had been taken apart to make sure it was okay (not by me). The new motor does not have a egr valve but I dont see how that could have anything to do with the problem im having.

Are you 100% sure that the ~3/4" hose from the IAC valve is connected to the airbox behind & below the throttle body? If you received the car partially dismantled, you might not have noticed it. It'll create a leak that defeats the function of the Mas Air Flow sensor, thus leaning the mixture beau coup.
