lower radiator hose cold in cold weather

so its about 30 degrees in the morning here. take my kids to school in the morning. about a 3 mile drive one way.

So i get home and just for giggles check the lower radiator hose. stone cold. the temp gauge is in the normal part of the range. does not overheat.

So would this be normal due to the cold?

If I'm not mistaken, flow is from top to bottom; i.e. hot water comes in the top and cold comes out the bottom. It's really cold outside and the radiator is doing it's job.
