Question Instrument Cluster Question

I'm new to Subaru, I have a 2000 Outback Wagon. I'm curious about the cluster lights. With the headlights off is there any illumination in the cluster?

I ask because mine does not light up unless the headlights are on.

The headlights have to be on for the cluster lights to be on.

Until recently, most cars were like that. This is my theory as to why so many people just drive around now with no headlights on at night.
