UPDATED PHOTO: What in the world is this thing under my pedals?

I noticed this pulley looking modification when I pulled off my carpet. Its just dangling. What is it? FYI my car was sold to me with a wench installed in the front. Is this modification part of the wench system?

Update: The guy wire from that pulley runs along the firewall and enters the passengers side attaching to this device that is installed horizontally under the glove compartment. What is that device?

weird

history on the car? location/previous owner's occupation etc.

part of some auxiliary, pedal deployed/activated system......?

I suppose a winch could have its switch rigged to a pedal or lever.

A dbw to throttle cable conversion?

A redundant throttle so it could be manipulated from the shifter while still using the brake and clutch at the same time?

I'd love to have a wench in my car!

Is the cable attached to the accelerator or brake pedal? If it's the brake pedal, it could be for a remote brake pedal mounted in the passenger foot well like they use in drivers education training vehicles. If the accelerator pedal, it might be for hand controls if a previous owner was disabled.

I was thinking it could be a brake but for rally/drifting kind of use. What would be a benefit of going from DBW to a throttle cable?

What ever it is, I'd say the car has probably been driven hard!

Nope. The wire is traced toward the dash and disappears
