I've got pretty much this exact same issue. The rear washer pump works, defrost works, rear hatch lock works and the #23 fuse is good, but the wiper motor and license plate lights don't work. I found 6 broken wires inside the boot on the passenger side and soldered them back together. I've got about 13.1 volts between the #1 and #4 pins in the supply side of the plug at the wiper moter.
I'm thinking it's the motor at this point. How would the motor be checked? I'm still somewhat of a newbie to auto wiring.
