ok...get can't the words in the manual to work with the paint marks on the new belt....and can't get the paint marks on the belt to work with the pictures...and can't get the belt tooth counts per the manual to work with the cam pulley alignment pictures in the manual...sheesh!

so...how many belt teeth should be between the passenger side cam and the pulley...and how many belt teeth between the pulley and the driver side cam...?

The manual says 44 passenger side and 40.5 driver side, but that puts the cam pulley alignment marks about 4 teeth off relative to the pictures in the manual!

You aren't using the arrows for timing marks are you? Use the indented line on the cams and try again.

use the proper marks as cardoc says - and install the belt. can you install the belt with the cam and crank marks lined up? if so - you're done. the marks and tooth counts are just aids, take them or leave them - do not let them confuse you. technically speaking tooth counts and marks on the belt are not needed at all.

I REALLY don't like it when a technical manual is that wrong. Used the proper indentations. Everything is OK.
