The 2000 Outback has recently developed a problem wherein the headlights (DRL) go on and off (as if the parking brake handle were engaged) and the BRAKE lamp comes on. You slow down, the lights come on and the BRAKE lamp goes off, you speed up, the BRAKE lamp comes on and the DRL headlamps turn off. If you are parked and you pull up on the parking brake handle the BRAKE light comes on like it should.

Obviously it's an electrical problem, a minor one, but I'm not sure where to look first. The headlights work normally when the headlights are turned on with the stalk.

Is it strictly based on vehicle speed or could it be engine rpm? With the car stopped, in Park (automatic transmission), and the light is on, what happens if you increase the engine speed to 1000, 1500 and 2000 rpm? Does the light go out?

Chafed wire that goes to the e-brake handle, or the ebrake handle switch is 99-44/100% stuck in the ebrake-on-position,
or,
something is keeping the handle from moving down 100% of the way.
