I just purchased a 2005 outback, naturally aspirated, 5mt, 128k. Both front inner cv boots seem to be spitting some grease out where the larger clamps sit. Dose this make sense? I have read that the clamps can loosen up. The boots are not torn and in good shape just the clamps seem to have loosened. Can I just buy the clamping tool and replace them? Not much grease appears to be lost.

Any input?

Yes...you can buy just the clamps.
You could also use a pair of pincer pliers to re-crimp the old ones and tighten them up.

There is a good YouTube video on reselling half shafts. I think I have it bookmarked, I'll look for it.

Yeah, no need to remove the axle to do this.
