After replacing the clutch and flywheel by removing engine. The new parts were installed and the engine was reinstalled. Once all lines, fuel, and power was reconnected, the Baja was started. Upon start the engine RPMs surge to the rev limiter and does not drop. All vacuum lines were checked, and all sensors are connected correctly.
Has anyone had this issue?

I was going to suggest vacuum leak....
Is it throwing a code?

Check for obstruction at the throttle plate.
Look for leak between MAF and throttle plate.
Check brake booster, PCV hoses and air box.

The throttle is normally closed by spring pressure and the motor has to work against it to open it. So if the throttle isn't obstructed, then there's a vacuum leak or the accelerator pedal is sending erroneous feedback.

Thanks, we will check, checked the TPS but didn’t think about drive by wire accelerator position...
