Recently purchased an 06 OBW at 129k miles.
Steering is difficult when the revs are low.
Upon checking the PS fluid, I noticed that while the engine was cool, it was below the cool "low" line, so I filled it appropriately.

Issue: despite being filled appropriately, turning the wheel at low speed 5-7 mph-ish is difficult.

What could my issue be?

look in the reservoir for air/bubbles while someone turns the wheel.

any mods to the car? like aftermarket wheels with spacers or something?

(btw - do you trust that the timing belt system was serviced properly?)
