I was driving down the road at 55 and decided to put the transmission in manual. When I did this the gear indicated read 7 and indicated I could downshift, I did. It read 6 and indicated I could could either shift up or down.

Called the dealer and they could not explain it.

And yes I could duplicate it.

Has anyone ever seen this?

It's not an issue - it's a feature in the 2018 Outbacks in manual mode. Just gives the perception of an added gear. Since we have a CVT, it's all smoke and mirrors. But a little extra range is appreciated.
