this has got me stumped.

start car from dead cold and engine go to 1500 rpm, Drive about 3 miles to warm up car. Idle remains at about 8-900 rpm in gear. normal would be about 650-700. After it warms up it settles down and remains at the 650-700 mostly.

occasionally it will drift up to 850/900 even though its warm up according to my scanner. It seems to also happen when i get off the freeway.

according to my scanner everything is good. thermostat temp reads good. fuel is good. 02 sensor work.

i have cleaned the IAC and that did not seem to do anything. No CEL's checked for vac leaks by spraying with carb cleaner and nothing.

Any suggestions?
