What does "Engine needs to be timed and everything bolted on" mean? It appears to have a lift on it as well.

Most XT carcasses are $1200 cars. If this is supposedly "all there" it could be a deal. I suspect the motor is toast after a turbo fail. And they know it.

That's got a whole lot of headache issues...

Heads are NOT OE. Looks like S20, NON AVCS heads. Which calls into question about the rest of the motor.

Looks like the block had been sitting a while, "the paper towel" coverings are probably recent. Surface rust on the pulleys says weeks of wet exposure.

WP is probably seized as well, looking at the belt rash on the pulley.

Being in Houston, I'm gambling flood car and someone got in over their head.

This is a parts car. It does look like the body panels and interior are pretty good, which might be the only accurate statements in the CL ad. Everything else in the engine and drivetrain (save for possibly wheels and tires) is suspect enough that I wouldn't touch it. Go by what @RoughDiamond said - caveat emptor.
