i just bought a 2004 outback base wagon. it has quite a few issues but mostly electrical, we shall start with the heated seats. i seem to remember my imprezas heated seats being on the same circuit as the cigarette lighter(which does not work). im curious if this was the same with the outback as it gets colder i would like my heated seats. ive searched around the car and i havent found a fuse pertaining to the heated seats. so im assuming its inline with something else.

Seat heater relay is on the same circuit as the rear power accessory outlet, as well as the "cigarette lighter", the vanity mirror lights and the remote control side mirror control.

The fuse is #4, 20 Amps, in the in-cabin fuse panel to the left of the steering column. In regard to the seat heaters, this fuse powers the seat heater relay.
