Hello, I recently purchased a EJ25 to put into my 99 OB and when I was comparing parts at Napa, the guy told me I would need to change out the head bolts when I changed out the gaskets. Is this true? I thought as long as I put the bolt back into the correct hole there was no issue.

You may reuse the bolts ... virtually everybody does, even Subaru dealers, as long as they are not damaged. On the Gen1 OBs, all the head bolts are identical and it doesn't matter which hole they go in ... mix and match all you want. Just oil them up pretty good, including the washer, and follow the proper torque procedure.

They are not torque to yield bolts, so they can be reused.
