I can't say it's normal but my 2009 Honda Fit is fogged on the inside too, but the outside was also badly oxidized. Only saw the inner fog after cleaning it up.

I took it to the dealer since it's still under warranty and he told me that this was normal and that all projector style headlights have this. When you look closely, it looks like dust, not moisture and since it never goes away I suspect that's what it is. Dust would indicate that the housing isn't sealed. My last car developed moisture in the lenses but only after many years - not before three years. I'm interested if anyone else with a Gen 5 Outback does or does not see this when you turn your lights on at night?

Yes, in both our 2015 Legacy and 2016 Outback. It's typical, and it doesn't seem to get any worse with time.
