Long story short, my driver side headlight will turn on but very low brightness.

I check the fuse and the ground wire both are in good shape. So it lead me down to the relay that located in the engine bay.

My problem is, I could not unplug the relay out from the fuse box. Is there any special tool??

Will take some picture later today.

Good question. There's little space to get a finger grip on the relays at the top, or through the slots at opposite ends.

Turns out at least one company, Lisle, might have the tool for this (there might be others). See Lisle Corporation

Quick check shows it's available from a number of auto parts stores, Amazon and e-bay, with prices in the (roughly) $15-21 range.
