Is that the Impreza-based Outback, or the larger Legacy-based Outback?

If it's the full-size Outback, then yes, the daylight running lights (DRL) use the same bulb as the low beam headlights. When the DRLs are on, the low beam bulb is not as bright as it is when the headlight switch is used to turn on the headlights.

My DRL light is the high beam that has less voltage. Only time my low beam comes on is when i turn on the head light
DRL was changed to the high beam bulb in MY2008.

Another "lighting" change that was made was to the map lights. In the earlier 3rd generation (2005-9) Outbacks, the only overhead cabin light that comes on when a door is open is the dome light, which is fairly far back, especially on cars with the moonroof. So there's very little light in the front seat area. In 2008 or 2009 the two map lights over the rear view mirror were added to this function so that they too come on when a door is opened.
