I have a 1999 Outback-Manual Transmission. When I shift gears the rpms shoot up to 3k-4k RPMs, and when I am in gear the car seems to slightly accelerate (not enough for me to feel unsafe). I feel it might be the throttle cable but I thought I would see if this is a common issue with this model. The other day I popped the hood and looked at the cable and tried to see if it was sticking but I didn't see anything, and then while driving it revved to 7k RPMs and the issue stopped for the rest of the day. When I'm at idle the RPMs are around 2k-2.5k. Any idea what it could be?

does kinda seem like a cable/throttle issue - maybe flush the linkage at the throttle body with PB blaster or wd-40 or ? Then, spray with lithium lube and work it back and forth.

if no improvement, could be carpet fibers or other issue with the other end or inside the cable?
