At first I would lose power steering it would just be hard to turn. Fluid is good no leaks or anything. Now I lose all steering randomly and then few seconds it comes back. Driving slow and driving fast. My front struts aren't the greatest could that be what's wrong?? It's an 05 Subaru outback LL bean h6

More likely to be a loose belt that runs the power steering pump or low power steering fluid

I think you know this already, but what you are losing is the steering assist, not the steering. You probably wouldn't be reporting this to us if it were the latter.

While it's initially startling if it happens while underway at speed, you can still steer the vehicle. It just takes a lot more effort.

Open the hood while the vehicle is stationary, have someone turn the wheel, and observe if the belt slips on the PS pulley. That is likely the problem.
