I’m interested in buying a used engine for my ‘07 Outback XT. What I need to know is, will a EJ-25 from an ‘07 Impreza WRX work, or do I have to get one from a Legacy or Outback XT?

You are all good man. The motor is direct swap.

Staying with the same year is perfect. Then all your connections work. Even if there is an engine harness and you want to use it. You can. ECUs and engine harnesses are year specific with he turbo platform.

You will need to save/swap your intake manifold. The 07 WRX uses the older, metal intake whereas your OBXT has a plastic intake.

You will also need to save the coolant crossover tubes and PCV tubes from the OBXT engine.

Essentially, just the "long block" is a plug and play option. If you must buy the complete engine (intake, turbo, intercooler, etc), you can sell-off the top end to offset come costs.
