I have an 05 Outback XT with 96,000 miles. We just recently experienced a cold snap here in the Chicago area and the power steering pump is whinning like a son of a bitch. Has never done it before. Causes? Low fluid, water in fluid, old fluid??? Was thinking about getting the fluid changed to see if that helps. Thoughts???

Replace the belt. The pump is probably fine, but the belt has stretched. Unless it's really a whine and not a screech. Had then same probably around that mileage. A fluid change can't hurt, but I haven't found the time yet :) There are some hints on how to flush the whole system by disconnecting a hose and turning the steering wheel.
