'16 OB limited 2.5.

In the manual I see only where the wiper/washer fluid goes under the hood. Is that where the rear wiper/washer draws from? My bottle under the hood is full, yet I get no washer fluid at the rear. Clogged line?

A single reservoir is shared by both front and rear washers. If the rear washer hasn't been used recently, it may take several seconds to purge air from the long rear hose. Even then, the rear nozzle is designed to "dribble" washer fluid onto the glass rather than "spraying" it. It all has to do with different airflow at the rear glass vs. at the windshield.

Is there a separate pump for the rear washer on the Outback? I think it was my Ford Escape that used the same pump for both. It would run in one direction for the front and then it would run backwards to pump to the rear washer. The direction it ran determined which outlet the washer fluid went out of.
