My husband and I are planning a trip to the beach with our two kids and our dog. So we have to put all of our luggage up top because our cooler and dog will take up all the truck space, but we want to bring the kayaks also. Can you fit a luggage rack and a kayak holder on the factory cross pars? Or do we need to get different cross bars? We have 2016 outback

Depends on the rack. I had Yakima J bars on my stock rack.

If you want to fit BOTH kayaks and luggage, you might need to upgrade your bars. There is a weight limitation.
I updated my stock bars with a Yakima setup with wider bars in order to accommodate a Yakima Showdown kayak rack. Have plenty of room for a roof carrier too.
