14:14 could possibly be the month:day into the development cycle, 00.00 could be the first build on that day. I'm honestly not sure on those....that's a bit odd. The rest is simple....most version numbers are: major.minor.revision.release. Major version 9, minor version 2, revision 3, release 245679. Major is usually a huge overhaul....think Windows 7 to Windows 8. Minor version is a significant update, but nothing too major....more like a Service Pack to Windows. Revisions are going to be small things that have been added or changed....maybe some extra menu options or a new feature. Release is typically the build number itself. This would have been the 245,679th build of the software. Once they settled on the feature set of 9.2.3, they would have tested it to work out bugs. Thus, this number can easily go up while retaining the same 9.2.3 prefix simply for bug fixes.
