What wheel offset can I safely use for winter wheels on my 2018 Outback Limited? I plan to use 225-65-17 tires. the stock wheel offset is 55mm.

Depends on the rim width, but you could safely do up to 35mm offset with a 17x7 wheel. With that size tire you won't have any clearance issues or anything, really depends more on how far out you want the wheels before it starts affecting your handling. I run a 17x8 with a 44mm offset on 245/65R17 and it barely squeezes in and lines up with the fenders (about the same as a 17x7 rim with ET35).
