The main reason is that our gallons are bigger !!

The EU test has always been unrepresentative of real life - the "cold" start Urban test is done from 20+ degrees C which is about 15 degrees above the European annual average - the Extra-Urban test relates to nothing in real life and the Combined test is simply a weighted average of the other two.

Anyway, EU figures are only of interest in the EU - North Americans have the EPA figures to guide them.
