Not a "normal" condition! This is how it gets when the stabilizers are worn out or out of adjustment (BTW there are a few more stabilizers at the top, some outside the glass and some inside).
The outside stabilizers can also scratch the glass in time, especially the driver side as it is most used. Everyone should replace those stabilizers by now due to the age of the gen 3 cars.
Another contributing factor may be the rubber around the top of the door opening getting old. You may want to replace that while it is still available from Subaru (I'm not sure it still is).
I agree that the frameless window design is fancy but not as robust as the regular design as you clearly see. It is also much harder to adjust for proper window seal. Adjustment is described in FSM, too long to describe here.
