Has anyone tried getting this tube out of an 08 outback coolant crossover pipe? I need to change the coolant bypass tube, and need this pipe out of the way. I am doing the timing belt and water pump and believe I can get this pipe out through the front if I can get the tube out of the crossover pipe.

No. At best, that tube is pressed and MAY release with some heat at the base. Worst case, it's corroded and you'll destroy it trying to remove. And that tube is not available new, separately.
As @aesthetic.rake said, pull the intake and water crossover to remove the water pipe system as a whole. I imagine it's got some rust pinholes, hence the removal?
