Welcome to the world us Android folks have been living in for YEARS! I'm on my THIRD device with a USB-C port for charging (going back 6 years) and I REALLY wish Subaru had one in the current model. I predict it will be part of the mid-cycle refresh and I REALLY hope that part would be interchangeable into the 2020-2022 so it could be retrofitted...
I have a 22, which I think is the mid-cycle refresh, and no USBC.

USB C had slow adoption even on the PC front, so don't expect it soon in cars. Esp. as USB A to C cables are entirely too easy to get, and there's still lots of non-C devices out there.

Nope, your 22 is identical to my 21. Mid-cycle refresh for Subaru is usually for the 4th year of the 5-year cycle, which will be 2023 for the Gen 6...

As far as phones connecting to vehicles, the only ones that don't have a USB-C port on the device itself are iPhones. USB-C is effectively ubiquitous on new Android devices at this point. Are there older Android devices without USB-C? Sure, but 99% of the older Android devices without USB-C also won't run Android Auto so it's a moot point. The first Samsung phone with USB-C was 5 years ago, and everything they have produced since has had that connection type. The first Android devices were the Nexus 5x and Nexus 6p, released 6 years ago...
My daughters tablet isn't C. Plus lots of other USB charged devices aren't C. That was more my point.

Yes it would be nice to see Port1 a C and Port2 an A, then all the rest of the charge only ports as A's. But why use 2 parts when you can use 1?
