On some cars I have owned in the past, the washer-nozzles were 'aimable' by using a pin stuck into the nozzle and moving it to desired location. (Ball-n-socket arrangement) I do not know if Subaru washer-nozzles are adjustable in this way.

 

I had the same problem - the passenger-side washer was hitting the windshield too low. It came from the dealer that way.

In looking at the washer nozzle, it appears to me that it's kinda' a miniature "ball and socket" type mechanism. The sprayer is adjustable within the "socket". I was able to grab the nozzle with a small needle-nosed pliers and move it upwards. Now, with the car at a standstill, it sprays at the top of the windshield, which is perfect - at highway speeds, it hits right in the center.

 

I just use a pin, stick it in there and adjust away. A very little movement of the ball moves the stream quite a bit higher.
