Evap line Fuel tank repair

On the back of the tank there are 2 3/8" hose connections. I believe they go back to the charcoal canister. On my tank the lower hose is disconnected. The nipple coming off the back of the tank rusted off.

I can see the hole with a camera but it is too tight to get a nipple installed there. Can I seal off the hole and creat a new hole in a spot on the side if the tank I can easily access or does that hole have a reason it is where it for some reason?

I can fix this much easier if I can drill a new hole and connect the hose in a different spot.

first photo is the upper line which seems fine. The second is the hole where the lower line broke off.

Here is the gas tank evap line fix l did. Forgot to take a picture of the final solution but here is the story.

the evap line closest to the passenger side of the car had the nipple break off. It was a clean break with a clean hole back into the tank. The internal part of the nipple and I assume the hose remained in place.

in the pictures below you can see where it broke off and the fix I did.

i bought a 3/8" nipple and hose along with a piece of copper to slide into the nipple. I had to open up the hole in the nipple a couple of thousandths to get the copper pipe to fit in. I cut one end of the nipple off so it left a wider flat for the new connection to press against the tank and seal. I pushed the copper pipe into the the nipple leaving enough hanging out the end to slide into the hole in the tank. The copper needed to be filed down just a bit to slip into the hole. I put some JB weld around the copper pipe and slid it into the hole and then reconnected the new hose to the old line leading up to the tank.

Waiting to see if it throws any codes again. Prior to this attempt I had PO457, 451, and 442.
