What are the meaning of the two upper symbols for controlling the fog light (i.e., the two arrows and the one above it, not shown in the picture)?
It seems like that the manual does not provide any explanation about them.

symbols that indicate other functions.

note the symbol shown in in the diagram for the high beam function....

Turn signal here, note that none of the other symbols appear on the diagram/picture - they could have included all the other headlight control indicator symbols, but for the turn signal section, only the arrows indicating it's turn signal function are shown for clarity in the section dealing with the turn signal lever function.

when illustrating the headlight functions, it's a different picture... and the other two symbols aren't shown since it's not the topic of the section there, which is headlights/foglights.

The fog light switch can only be indicating one of two symbol positions. The remainder of the symbols are not applicable to the operation of the fog lights unless described in the manual. This is why reading to understand the manual is important. Again, this is an excellent manual, albeit somewhat overwhelming.

As a sidebar, this topic has provoked me to re-read this section of the manual and better recall that the fog lights are off when the headlights are on highbeam.

The icon above the indicator icon is for the rear fog lights. In Japan, rear fog lights are not a legal requirement and so cars built for the Japanese Domestic Market do not have them fitted. In the UK all cars registered after 1979 are required to have at least one rear fog light by law, and the car will fail an MOT test if one is not fitted. legacypic.uk
