EGR cooler removal/cleaning

Hi,
I cleaned my EGR tubes and valve a while back to try and fix a P0400 code. It didn't fix the problem but the tubes were fully clogged (actually, there was an active P0400 code before cleaning but it had never thrown the CEL. After cleaning the code and CEL would come up every two drive cycles over 40mph).
I did not take off the EGR cooler because it seemed hard, so I only sort of cleaned out the top of its tube. Can someone help me with a good procedure for cleaning it? Should I drain the coolant and take it all off? Or clamp the hoses and try to work in the small space?
I believe the valve is good. After cleaning and the codes coming up again, I noticed that there was more carbon buildup on both sides of the valve, so I know it is at least opening. And I tried an Echlin valve to same result.

I ended up getting the service manual. Turns out removing the EGR cooler has a heinous amount of steps. I think I could have done it were I brave enough and had the right tools to pull off coolant hoses in extremely limited space. It is nearly blocked down at the bottom and so I think I have to pay a shop a lot of labor time to clean or replace it.
