ODB Port not working

So, on my 2006 Outback I'm throwing the CEL after a new battery install and the car isn't starting right or cold idling well. So, I need to read the code. I've tried two different scanners, one is mine and another was the one at an auto parts store. Neither will connect at all. They just sit there dead, doing nothing. Any thoughts on why my port seems to not be working? Is there a fuse for it?

Any help?

Was a "memory keeper" power source attached to the OBD port to prevent loss of radio and control module memories when the battery was being disconnected? If so, then check fuse #13, 7.5 Amps in the main engine compartment fuse box. It could be blown, especially if the key was turned to ON or a light was turned on.

If the fuse was blown while the keeper was connected, then the ECM memory will have been erased, and that could be the cause of the difficult starting and running. In this case, it might take some time for the ECM to re-learn the necessary adjustments to have the engine back in form.

I see this is an old thread but my #12 7.5 amp ECU fuse that controls the I’ve port and the lighter keeps blowing. I recently replaced the battery cables with OEM parts from Subaru, the battery and the knock sensors during a timing/water pump job on my 2012 outback 3.6r Limited. I also rewrapped the upper wiring harness as the old coverings literally crumbled off. I can’t figure out what in the world is causing this. Someone suggested perhaps a short in the lighter due to a cheap charging accessory. If anyone has any ideas please let me know. Thanks!
